"Virus Protector" virus problem?

was using Google Chrome to surf the internet last night and this pop up came up telling me my computer was at risk or something so I downloaded the program which ended up being "Virus Protector". Anyway, today I turned my computer on and this "Virus Protector" thing has come up straight away. It won't let me do anything, there's no Start Menu and when I press ctrl+alt+delete something pops up saying "Task Manager has been disabled by your administrator". It wants me to register to the program but I know it's a scam. Could someone please help me? I've seen this question before on here but all the answers told the person to go to an internet site and download an anti-virus thing. You must know I can't even get onto the internet, I cant do anything. This is a picture of what I see on my screen:

I can't close this.

Safe mode with networking doesnt work. It says "Sorry for the inconvienience , but windows didnt start successfully. a recent hardware or software change may have cause this" or something.

Is it time to take it to a professional?

No!Professionals intending to fix a spyware issue are just trying to rip you off.This is a simple fix and it doesn't require any sort of education.http://www.malwarebytes.org/Download Malwarebytes. This will remove the funky software you downloaded from that other site.In the future, DO NOT download anything from a pop up!It's a beginners trap. Source(s): Experience

Try downloading anti-spyware into another and clean PC and then put it into the flash drive, like USB key or other. Then scan infected PC from this tool.
