Safe mode with networking doesnt work. It says "Sorry for the inconvienience , but windows didnt start successfully. a recent hardware or software change may have cause this" or something.
Is it time to take it to a professional?

No!Professionals intending to fix a spyware issue are just trying to rip you off.This is a simple fix and it doesn't require any sort of education.http://www.malwarebytes.org/Download Malwarebytes. Try downloading anti-spyware into another and clean PC and then put it into the flash drive, like USB key or other. Then scan infected PC from this tool.
