Because you're not allowed to use Office Home and Student for work purposes. If you get Home and Student, you'll notice that at the title bar, it will say "Non-Commerical Use". Typical home users can't afford the prices Microsoft likes to charge, so they give them a discount. Businesses on the other hand have to pay full price.

I think they want you to buy all of the programs so you get used to them and buy all of them forever. The Home and Student is only licensed for one person (not commercial) and you get 3 licenses.
